I’m going to update this. I originally wrote this many years ago on another website that no longer is active, and I reposted it here. So, yes, back when I wrote this, using Photoshop was how most of how wireframing was done. It’s a terrible tool for that now that we have so many dedicated tools.
We use Sketch as our main tool at FiscalNote (along with Principle, Invision, and some others). At University of Maryland, we have students use Figma.
